The meeting was called to order at 8:40 A.M. following a Special Meeting of the membership. (See minutes of Special Meeting of March 4, 2006.)

Secretary’s Report

The minutes of the February 4, 2006 meeting were approved with Peter Silva making the motion to approve and Marilyn Salerno seconding.

 

Treasurer’s Report

The treasurer’s report was accepted with Phyllis Ginzler making the motion to accept and Jeff Witherell seconding.

 

 

 

 

Committee Reports

1.     Building.  Dan Weygandt reported 2 requests:  the replacement of a leaching field and a request for a new home to be built on Fox Crossing.

2.     Waterfront/Docks.  The Board will postpone the evaluation of the proposal presented by Steve Fisher and the waterfront committee until the spring when they can inspect the waterfront visually.

3.     Policy Manual.  Phyllis Ginzler informed the Board and members that she has distributed writing assignments to Pam Ambrose and Marilyn Salerno as well as herself to develop policy segments per the outline for a KHA Policy Manual.  The goal is to publish a manual in time for distribution at the 2006 KHA annual meeting.

Old Business

1.     Boat Slip Assignments.  Pam Ambrose suggested that KHA publish the waiting list for boat slips.  Bill Hancock will provide the list to the Board.  In addition, Ron Kostka will distribute a copy of the boat slip assignment policy.  Pam Ambrose cautioned that the Board should make no exceptions to the requirement that a member needs to be in good standing (dues paid by March 1) in order to retain or be assigned a boat slip.

 

New Business

1.     Payment of Legal Fees by an Individual KHA member.  Tom Kearns distributed a copy of the excerpt of the Declaration that          pertains to the payment of legal fees.  Jeff Witherell made a motion to enforce the payment of legal fees by a KHA member within 30 days of a letter notifying the member of this payment.   Because this is an issue of a disputed bill, the member will be considered “in good standing” up to the 30 days when payment of legal fees is due.

2.     Trash.  Dan Weygandt alerted the Board to a problem of uncollected trash at a property on South Bay Road across from Loon Lane.  KHA will contract to pick up the trash to avoid a health problem and send the bill to the homeowner.  The Board asked Bill Hancock to notify the homeowner of the action.

3.     Communication of KHA Policies to the Membership.  Members discussed ways to communicate KHA policies to the membership.  Suggestions included a “welcome wagon” for new members, the use of the KHA web site, and the publication of the KHA Policy Manual.

4.     Town of Bridgton.  Bob Gelles informed the Board that the Town of Bridgton established a committee to study the issue of a private business (e.g. Poland Springs) to extract water from sources in Bridgton.  The Town proposed a ban on extraction for 180 days with an option to extend the ban for an additional 180 days.  Bob urged full time residents in Knights Hill to vote for the proposal when it comes up for a vote in May.

5.     Quote for New Roof on Poolwinkle.  Bill Hancock and Steve Fisher investigated and sought quotes for a new roof for the poolside Poolwinkle.  Estimates range from $4,466 to $4,700.  Question was raised as to ability to fund this project in this year’s capital improvement budget.  This request for information resulted in a discussion of the budget line items and a need for a better understanding of each line item.  The Board will report back to the membership with regard to the ability to fund any capital improvements in the remaining fiscal 2006.

6.     Reading of the Variance Affecting Tim Crosby’s Request.  Tom Kearns read into the record the entire motion pertaining to the approval of a variance as requested by Tim Crosby. In addition, Tom Kearns has signed and has had notarized a revised Variance Policy to be filed with the Cumberland County Registry of Deeds.

 Manager’s report

March 3, 2006

 

 

A disclosure hearing was held on March 2, 2006 regarding an unpaid judgment for a former owner.  I collected $300.00 at the hearing and the judge has issued an order for payment of $100.00 monthly until paid in full.

 

Attorney Matzen is working on collections on two other accounts.

 

This years receivables as of March 3, 2006 are at 72%.  This compares with 74% at this date last year.  There are ten owners who have not paid that have had a slip in the past or have been placed on the waiting list.

 

Water Business:

 

Jack Kostka discovered a freeze up on Pondicherry Rd where he was installing a septic system and was able to contact the owner and have the water shut off before it burst.

 

Water usage was almost double over the vacation week but has gone back down to normal levels.   We are pumping approx. 35,000 gallons daily.

 

I contacted Maine Rural Water to request some help/referrals in looking into regulating water pressure within the association.  My contact there, Carlton Gardner, is no longer working there.  I spoke with his replacement who is going to get back to me with some recommended individuals who can lend some direction toward addressing pressure issues.

 

The second impeller was replaced to the number 1 pump in the pump house on 2-06-06.

New Business.  Pam Ambrose read a motion to ratify and confirm all acts performed on behalf of Knights Hill Association, Inc. by the Board of Governors, officers, manager and committees in the year 200/2001.

 

Peter Silva seconded the motion, and the motion passed with 30 KHA members voting to approve.

 

The meeting adjourned at 8:35 A.M. and proceeded to the regular monthly Board of Governors’ Meeting.
